Discussion on the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, aimed at tackling examination paper leaks, began in the Lok Sabha on today. Eight hours have been allotted for the debate. During the proceedings, the Treasury and Opposition benches clashed on several occasions.

BJP MP Bansuri Swaraj recited a poem by Dushyant Kumar during her speech, while Congress MP Gaurav Gogoi quoted poet Gopaldas Neeraj. Another heated moment came when TMC MP Abhishek Banerjee began speaking, prompting loud protests in the House.

Amid the uproar, TMC MP Mahua Moitra stood up and urged the Chair to intervene, saying, “Stop him, let there be charcha, charcha (discussion).”

According to reports, she used the word in a way that was perceived as mimicking Union Minister Kiren Rijiju and the presiding officer, BJP MP Dilip Saikia, both of whom are from the Northeast. Some members claimed she was mocking their pronunciation.

Dilip Saikia, who was presiding over the House at the time, asked Moitra to take her seat and told her, “Don’t shout.”

See the 5 key moments from the Lok Sabha…

1. Mahua Moitra shouted at ruling party MPs

When TMC MP Abhishek Banerjee rose to speak, the House erupted in uproar. Amid the commotion, fellow TMC MP Mahua Moitra stood up and urged the Chair to restore order and allow the proceedings to continue.

2. Nishikant Dubey clashes with Priyanka Gandhi; Prahlad Joshi loses his temper

Congress MP Priyanka Gandhi Vadra targeted Union Education Minister Prahlad Joshi during her speech, alleging that he had supported the release of those convicted in the Bilkis Bano case.

Union Minister Kiren Rijiju objected to the remarks, accusing Priyanka of tarnishing Joshi’s reputation. “Priyanka is maligning Prahlad Joshi’s image. She should apologise,” he said.

Joshi also rejected the allegations and questioned how Priyanka had been allowed to make such remarks without prior notice. He demanded that she withdraw her comments and apologise.

During the debate, BJP MP Bansuri Swaraj quoted a verse by Dushyant Kumar, saying: “There is no ground beneath your feet; the remarkable thing is that you still do not believe it.”

3. Bansuri says, “It’s astonishing that you don’t believe it.”

4. Akhilesh Yadav and Kiren Rijiju clash over the Emergency

A heated exchange broke out between Samajwadi Party MP Akhilesh Yadav and Union Minister Kiren Rijiju during the Lok Sabha debate over the Emergency.

Rijiju said, “Which situation is better – one where the government listens to students’ protests and introduces a Bill in Parliament, or one where the government imposes an Emergency across the country to suppress protests?”

Responding to the minister, Akhilesh Yadav said, “I did not witness the Emergency myself, but we have seen glimpses of it here. The issue is not the law; the problem is your intentions. The day your intentions become clear, the examination system will also become transparent.”

5. Swati Maliwal arrived with a poster on Punjab paper leak

Rajya Sabha MP Swati Maliwal and other BJP MPs protested outside Parliament. They were demanding the resignation of Punjab Education Minister Harjot Singh Bains over the alleged paper leak case in the state.

6. Akhilesh Yadav arrives with a booklet detailing more than 20 paper leaks during 10 years of BJP rule

During the Monsoon Session, Samajwadi Party National President Akhilesh Yadav arrived at the Parliament premises with a booklet related to paper leaks. It read – 10 years of BJP government, more than 20 paper leaks. During his speech, he read from it and also spoke about the leaked exams.
