In the NEET-UG paper leak case, the Special Fast-Track Court at Rouse Avenue on Monday directed the Director of Prosecution to appoint a government lawyer to represent the CBI after no counsel appeared for the agency during the hearing.
Following the CBI’s absence, Special Judge Anu Grover Baliga adjourned the hearing on the bail applications of accused Dinesh Biwal and Vikas Biwal until August 3.
Monday marked the first hearing in the NEET-UG paper leak case before the Special Fast-Track Court. All proceedings in the case will now be heard by this court, which was constituted under the Public Examinations (Prevention of Unfair Means) Act, 2024.
Advocate AP Singh appeared on behalf of the accused. Earlier, on July 17, the previous court had sought the CBI’s response to the bail applications before transferring the matter to the Special Fast-Track Court.
13 accused in judicial custody
CBI has so far arrested 13 people in the NEET UG paper leak case, including Dinesh Biwal and Vikas Biwal. All accused are in judicial custody till August 6. In this case, an FIR was registered on May 12, 2026, on the complaint of a government official, under sections related to BNS, Prevention of Corruption Act, and the use of unfair means in examinations.

CBI alleges that Mangilal Biwal contacted Shubham Khairnar to obtain the NEET question paper for his son Vikas Biwal.
According to the investigating agency, the question papers were recovered from Mangilal’s mobile phone. Mangilal had struck a deal for the paper with Yash Yadav for Rs 10 lakh. During interrogation, Vikas Biwal stated that he came into contact with Yash Yadav during coaching in Sikar, Rajasthan.
It is alleged that Shubham first leaked the paper to Yash, then from Yash it went to Mangilal, from Mangilal to Vikas, and then reached Dinesh Biwal. Additionally, Mangilal is also accused of selling the paper to other candidates for 12 lakh rupees.
Earlier, the court had allowed accused Yash Yadav to appear in the NEET UG examination on June 21 and to attend his sister’s wedding on June 22 under judicial custody.
