India Moves Closer to AI Regulation as Government Plans New Rules on Deepfakes

India is preparing to take a broader approach to artificial intelligence regulation as the government plans to release a consultation paper on AI next month. The move comes amid growing concerns over deepfakes, synthetic content, AI-generated misinformation and the rapid development of autonomous AI systems. Union IT Minister Ashwini Vaishnaw has said that the government intends to begin a wider consultation process on artificial intelligence regulation. The development marks an important shift in India’s approach to AI governance.


Until now, the focus has largely been on using existing laws and introducing specific measures for emerging problems. The new consultation process could lead to a more comprehensive framework covering different aspects of artificial intelligence. One of the biggest concerns is the spread of deepfakes. AI tools can now create realistic images, videos and audio that may be difficult for ordinary users to distinguish from genuine content. This has created new challenges for social media platforms, law enforcement agencies, journalists and the public. The government is also examining the risks associated with highly autonomous AI systems. According to reports, the proposed consultation will look at areas including AI safety, consent, liability and the responsibilities of technology companies.

India is becoming one of the world’s largest markets for digital services and artificial intelligence. AI is increasingly being used in education, banking, healthcare, customer service, manufacturing, entertainment and government services. The rapid adoption creates significant opportunities. AI can help businesses automate routine work, analyse large amounts of information and improve productivity. It can also support research and create new technology-driven industries. At the same time, the risks are becoming more visible.


AI-generated fake videos can damage reputations, influence public opinion and spread false information at a speed that traditional misinformation could not match. Fake audio can also create confusion when people appear to say things they never actually said. This has made AI regulation a major policy issue.
The government is considering whether synthetic content should carry clearer identification and how responsibility should be divided between AI developers, platforms and users. Another important question is how much autonomy should be allowed to advanced AI systems that can independently perform tasks using digital tools. The issue of liability is particularly complicated. Traditional technology products generally have identifiable creators and users.

AI systems can produce different outputs based on prompts, training data and system behaviour. Determining responsibility when harmful content is generated can therefore become difficult. India’s proposed consultation could give technology companies, researchers, civil society organisations and other stakeholders an opportunity to contribute to the regulatory framework. The government’s approach will also be watched by India’s growing technology sector. Companies want rules that protect users without making innovation unnecessarily difficult.


For startups, excessive regulation could increase compliance costs. For consumers, insufficient regulation could leave them vulnerable to fraud, misinformation and misuse of personal data. Finding the right balance will be central to India’s AI policy. The development is especially significant because artificial intelligence is evolving much faster than traditional regulatory systems. Rules written for earlier forms of digital technology may not always address the capabilities of modern AI tools. India’s decision to begin a wider consultation indicates that policymakers are now looking at AI as a long-term governance issue rather than a narrow technology problem.


The consultation paper is expected to become an important step in the country’s artificial intelligence policy. Its recommendations could eventually influence how AI companies operate, how synthetic content is labelled and how responsibility is assigned when AI systems cause harm. For Indian consumers and businesses, the outcome could shape the digital environment for years to come. As AI becomes more deeply integrated into everyday life, India’s challenge will be to encourage innovation while protecting people from its potential misuse. The upcoming consultation is likely to become an important milestone in that process.
