CBI said on Wednesday that coaching center owner Shivraj Raghunath Motegaonkar had paid ₹5 lakh for the Chemistry paper in the NEET paper leak case.
CBI told a special court during the hearing of Motegaonkar’s bail plea that he had paid ₹5 lakh to P V Kulkarni, who was on the NTA question paper setting panel. Motegaonkar’s son also attended Kulkarni’s coaching classes.
The agency said that Motegaonkar had prepared handwritten notes from the paper given in Kulkarni’s Chemistry tutorial classes.
The NEET-UG examination was held on May 3 in 551 cities across the country and 14 centers abroad.
Around 23 lakh candidates participated in it. According to NTA, information about irregularities in the examination was received on the evening of May 7.
After this, the matter was handed over to central agencies. The examination was canceled on May 12, and a decision for a re-exam was taken.
CBI recovered Motegaonkar’s phone
CBI has recovered Motegaonkar’s phone, which contained 36 photos (five duplicate photos) with 132 handwritten chemistry questions. CBI stated in its response that the investigation found that 111 of these questions matched the NTA’s master question set prepared for NEET (UG) 2026.

New revelations have been made in the NEET paper leak case. CBI has received clues that last year too, the NEET paper had reached Renukai Career Center (RCC) located in Latur, Maharashtra, before the exam.
Coaching operator Shivraj Raghunath Motegaonkar’s past collusion with the paper-leak network has also come to light. His net worth is being reported as ₹1500 crore.
Bhaskar investigated the successful students of NEET 2025 who studied at this coaching center. Among them, 19 students were selected in AIIMS.
2 students were selected in AIIMS Delhi, 5 in Hyderabad, and 3 each in Bhopal and Varanasi AIIMS. One student each also reached AIIMS Nagpur, Deoghar, Gorakhpur, Rajkot, Raipur, and Mangalagiri.
Motegaonkar used to target rich and academically better students
According to sources, Motegaonkar used to target students who were financially strong and academically above average. After striking a deal with their parents, they were included in the regular batch.
A ‘one-on-one mentoring course’ was conducted in the last 15 days before the exam. As soon as they received the paper, these students were made to memorize the questions and answers. CBI has also found several videos related to this.
According to CBI, Motegaonkar had been in contact with Prof. PV Kulkarni and Manisha Mandhare for several years through Pune-based beautician Manisha Waghmare.
Yash Yadav of Gurugram, who was part of the network, had sold the NEET paper to Vikas Biwal of Jaipur. He had received the paper from Shubham Khairnar of Nashik.
Shivraj’s VIDEO viral

A video of Shivraj Raghunath Motegaonkar is also viral. In it, he is seen discussing the exam with some students from his coaching center. In the video, he asks the students about the exam in Marathi. To this, a student says – Yes, all the questions from the mock test came in the exam.
A new name has been added to this case. CBI is now looking for a person named Vivek Patil. Shivraj’s gang had provided the leaked paper to Vivek. Additionally, the complicity of big coaching mafias and several NTA officials is also being reported.
CBI is also looking for those people to whom Shivraj had provided the written paper and answer key. It has also come to light that Chemistry Prof. PV Kulkarni, arrested from Pune, has taught at Shivraj’s coaching center RCC.
